Why toilets overflow, from easy fix to big job
Work down this list before assuming the worst. It runs roughly from the common and quick to the slow and structural:
Too much paper, or the wrong things flushed

That last one matters, because it changes what you do first.
What you can safely check before we arrive
Five minutes of the right moves protects your floors and sometimes stops the overflow entirely:

Stop flushing
Every extra flush adds water the line cannot take. Leave it alone.

Lift the cistern lid
If the water level sits above the overflow tube and keeps climbing, the inlet valve is the fault. Turn the little shut-off tap behind the toilet clockwise and the filling stops.

Keep the water off the floor
Towels around the base, and keep everyone clear of standing water near appliances.

Check whether other drains are slow
If the shower gully and laundry sink are also backing up, the block sits in the sewer line rather than the pan, which is worth telling us on the phone.
If the shut-off tap is seized or the water keeps rising anyway, stop there and call. Older cottages around the suburb often have stiff, half-seized isolation taps, and forcing one can turn a small job into two.

Why toilets here block more than most
The oldest streets tell the story.
Original vitrified clay and earthenware pipes crack and drop at the joints with age. Roots find the gaps, debris catches on the lips, and the toilet, being the lowest fixture, is where the line gives up first.
The floodplain adds its own wrinkle.

Toilet overflow questions, answered
Should I keep flushing to try to clear it?
No. Every extra flush sends more water into a line that is already full, and it usually ends up on the floor instead. One flush to test after clearing is plenty.
Is an overflowing toilet always a blocked drain?
Not always. A jammed inlet valve can fill the cistern until it spills, and heavy Hunter rain can surcharge the sewer so water pushes back up through the pan.
Can a big storm make my toilet overflow?
It can. Low-lying streets near the Hunter River can see mains surcharge in a big downpour, pushing water back up through the pan. That is a drainage event, not a flush problem.
What does a callout for an overflowing toilet cost?
